Sounds like your draft monies or league minimum allowed for a greater number of choices than default, but I don't know. What I would surmise is if you're enduring the waiver process, then so are the AI teams with those over and above the 40-Man, probably removing them from the 40-Man in the process. If they're picking up yours, maybe try to pick up theirs. In a lot of cases, following an inaugural, they're waving guys with no ML contract, so you may be able to fill holes and lower expenses at the same time. FWIW
