I thought the Mexican League was part of the game? Anyway yes indy teams can trade within their league and with ML's if you set it up that way. As far as a draft they can have that also. I like to have my indy leagues sign FA I have the Frontier League as a AA and I have yet to see them sign a player who was better then 1 star.
All these things you ask are just like setting up a ML.
