In theory yes. But I don't put much stock in stars either. I base it on purely scouted ratings. If the higher rated guy is still struggling come the middle of may I may make an adjustment.
I also may leave a higher rated guy of the roster if I have a bigger need. For example I like to have a good fielding utility middle infielder and a power threat on the bench. I also may yield a spot to a development project if I think he's ready even though his ratings might be a bit below.
But I will almost never put any stock into ST stats.
