Or will he be ready to go in '92? OR will he be draft in '96 ready to go?

I only have partial answers, but the global answer is - "IT DEPENDS"
I can, however, speak to my personal setup. I am playing in a historical league with no minor leagues and no amateur draft. This results in historical rookies appearing on my Reserve or Active Roster during the season in which they made their historical debuts. So, Ted Williams would appear on the Red Sox Roster in 1939, while Derek Jeter would appear on the Yankees Roster in 1995.
If/how the player's skills increase also depend upon your setup. If you select "Recalc" in your league setup, then OOTP will take that player's historical performance (1-year, 3-year, or career are the options, I believe) and create ratings for that player based on those statistics. Essentially, this makes the player develop more (1-year) or moderately (3-year) closely to how they did historically.
If you disable Recalc and enable Player Development, then the player will develop entirely according to OOTP's player development model, independently of his historical performance. I personally use Recalc *and* Player Development, which keeps basic historical abilities while allowing me to teach players different positions than they played historically.
Others should be able to provide detail on how their particular league setups result in historical rookie appearances.
