Yes, it's a limitation of the size of the company, but also the shop player tool is I think meant to complement the main trading tool - it's meant to be used to be able to get a quick trading offer on a player to quickly move someone, and also you can use the offers to expand on them for a multiple player trade through the regular trading tool.
