I cant speak for developers but for users i would say i dont think its that bad.
I know my boot time is like a few secs compared to previous versions. I like the start screen better than clicking on the start menu and then s few more clicks till i find the program or dig through a bunch of shortcuts on my desktop. I like the task manager as it gives you more info.
