Something related to the Rule 5 draft but not implemented in OOTP is the August 15th deadline for putting a player onto the 40-man roster. A player added to the 40-man roster between Aug. 15th and the Rule 5 Draft has many of the same restrictions against being returned to the minor leagues as does a player selected in the draft in December. The point of the rule was to prevent a club from putting a player onto the 40-man roster to protect him from the draft, then sending him right back to the minors after the draft was over, thereby circumventing the intent of the Rule 5 draft.

In regards to the bolded, yes, it does cost an MLB club $50,000 to make a Rule 5 draft choice, but this amount is pocket change to an MLB club these days. Consider: $50,000 is less than 1/8th of the Major League minimum salary of $414,000. In fact, the last time the Rule 5 draft choice was raised was in 1987, when it doubled from $25,000 to $50,000. Back then, the ML minimum salary was $62,500—which meant the new Rule 5 price was 80% of the ML minimum salary. Were that ratio in effect now, the Rule 5 price would be $331,200.

In other words, the price to make a Rule 5 selection has not kept up with baseball inflation.
