I understand the argument for the commissioner not owning a team however there are a couple of work-arounds to that.
1st. the commish could own a team on another computer (work, friend’s, bedroom not home office etc) so to think that just because the commissioner’s main computer/IP address is not attached to a specific team does not guarantee that the commissioner does not own a team
2nd if the commissioner has just one friend a tit-for-tat system could easily be worked out. “Hey buddy, I will fix some ratings for you. You will win the championship as well as the MVP, CY etc. You will win a boat load of $$$ and we can split it!”
If ya’ll think that just because on the surface it appears the commissioner is not running a team that may not be 100% true. Heck, he/she could be running multiple franchises!
So my advice would be if you have doubts that the commissioner is less than 100% honest then don’t join a cash league. Whether the commissioner owns a team or not, or the league thinks he/she owns a team or not.
That is why I say if the commish wants a team, let him/her. It can’t be proven beyond a shadow of a doubt that he/she does or does not.
You either trust the commissioner or not. If you don’t, then don’t join or quit. But pretending that just because he/she is not listed as an owner on the web site is no guarantee.
