You may not need to phase in a cap. Go into advanced league setup, edit the financial rules to where you want them (that includes the salary structures). Then go to the financial functions section and click "Make fictional Player Contracts", then click "Assign Fictional Financials to Teams".
No guarantee it will work, but in theory it should
