I started a new league with the 4/24 roster set. The league was started with an initial player draft. Two things happened....first, the prospects were included in the initial draft, and second, when I got to the June amateur draft, there were no players in the draft pool.
I went into the League screen, and changed the draft date from June to pre-season, then moved it back again. The game then generated rookies, which I presume are fictional players.
