I don't know a whole lot about routers, but a few thoughts:

-while obviously the router isn't completely hosed, could it be that it's just partly hosed and the non-functioning part just happens to be the part OOTP needs to work? Maybe try another router.

-you said you don't see any port blocked, but don't routers and firewalls often work where you have to open certain ports? Yes, I know you can block ports, but I'm pretty sure you sometimes need to open them as well. The CBL is using port 21.

-maybe it's not a port that you have to open access to, but the program. I know that you sometimes have to do that with a firewall so maybe you have to do that with routers too sometimes.
