I don't think you have to download the game.

I'm pretty sure the CD is a full version. You'd need to hear from someone who has bought it, but I'd be very surprised if it wasn't. The only thing I'd wonder about is it the very latest patched version or is it of when it was first released. I don't know the answer, but someone else should.
