It's probably one of those things where if something is disabled that option is hidden. Often that practice of hiding options if others are not selected is good programming (why complicates things for the user if you don't have to), but in cases like this it isn't because you have no idea that it should be there when you should know (our users will often want/expect to tweak such things).

Hmm, do you have a reserve roster instead of minors? Do you have waivers disabled? It's most likely something like that.
