They'd have to pay his salary anyway, so that wouldn't be a reason to cut him. I think that most GMs would keep him a guy like him because of his popularity (and the fact that you're going to have to pay him whether you cut him or not.) If you saved salary money by cutting a guy like they do in the NFL, a lot of the top salaried guys who aren't performing much any more would be cut.
And if I'm reading the above correctly, there are major issues when waivers are on, but as long as they're turned off things are okay?
