I've noticed two things that may or may not be related, but seemed to appear at about the same time I started notificing those characters. First, I have all email notifications turned on, but sometimes I am not notified of new emails. I'll get a notification and find that I have 2 other emails sitting in my box that are a week old or so. Secondly, the game will run much slower on a sporadic basis and force me to reboot. I have no idea if any of those problems relate to the above or just a coincidence.

I have looked at the .txt files for messages to see what those looked like and nothing looks abnormal in those files. The text of those files contains the regular email message texts - no sign of the 0+ characters in those files.
