Does the reliever salary fix work on ongoing saves before patch?

Not too familiar with how much a reliever should be making but the 5 star ones demand about 25 m in free agency and the 3 star ones...

Yes the problem is that the players arent developing at all. In 2030 almost no team has anyone below 25.
