Live start - people.csv

When attempting to live start in OOTP27, the game seems to freeze when downloading people.csv and won’t respond shortly after. Is this just something that takes an age to download or is it a glitch....

Mine does not work, it hits the point of downloading people.csv and nothing happens. Any clue? Like others i just want to play with the updated rosters.
