Just found the problem. The active roster had 36 players on it but the 40-man roster was full. By changing the roster on the drop-down menu I was ale to add him to the proper list. I assumed active...

Restoring player from DL to active roster

I don't think this problem I am having is a bug, rather it is that I don't know the roster management rules...

I placed a player on the 60 day DL and now in the offseason I am unable to activate...
