Never mind. I figured out how do do it. When you drag the player to the 40-man roster, he is still shown in "Ready for Assignment" Now you drag him from there to the Active Roster. Voila!

OK Thanks to Jeremy I checked the signing team's...

OK Thanks to Jeremy I checked the signing team's Transaction screen and sure enough the players were there in "Designated for Assignment". Now the question is how to assgn them to the Active Roster....
