Foreign Player Limits

I'm having some issues with the AI's seeming inability to fill out a roster. I have a league with 36 teams split between 2 sub-leagues based in Australia and Canada. I have the foreign player limits on the active roster set at 13 and the limit is based on team nationality. The draft is set to generate players for 15 rounds.

For some reason, after a decade or so, some Canadian teams have a hard time filling out their rosters (Australian teams never have this issue). Upon trying to take over these teams and moving Canadians in the minors to the main roster, the game states that the foreign player limit has been reached. Clearly, it has not as Canadian talent should always be available to play for Canadian teams.

Is there a setting I might be missing somewhere?

The setting doesn't do great because it doesn't quite understand how to generate enough talent for multi-national leagues. One alternative is to manually generate fictional players from those nationalities as a way to popular your rosters. Alternatively, you can create feeders from those countries to feed into your draft pool.
