The Personnel Model

My MLB pro team has a fan interest of 41 and has been winning at about a 47% rate over the past 5 years. The roster has been flush with high-potential stars who eventually stagnate or lose their promise.

I've been trying to upgrade the coaches to support player development (over the past several years, the budget has been set at maximum development).

The issue is that when I tried to hire any of the top 9 unemployed hitting coaches, none would negotiate. Not that they want more money, they refuse to entertain an offer.
In other words, the game has put in motion a dynamic that prevents the best coaches from signing with a small-market, low-fan-interest team. They would prefer to be unemployed. A similar experience occurs at the lower levels when trying to hire 'good' coaches.

I saw a YouTube video recently where it was pointed out that the game intentionally has this dynamic in place for a team that fits my description.

Developers, is this true? If so, can it be changed so as to allow teams that make the effort to get better an equal opportunity as the larger and more highly fan-interest teams?

Note: After posting I realized the above is from a 26 version league.

I think in 27 we may have relaxed some of the situations where coaches would just outright refuse with teams. They may still refuse in some cases, though. There's always a balance between how flexible to be, vs how easy it can be to just hire the top options.
