1970 Expansion Draft bugs

In my historical save, neither Buffalo or Vancouver picked anyone in the expansion draft. Even the draft pool was empty, even though I submitted a protected list. Both rosters are very subpar as a result of this. Both teams also only have a few players on their minor league squads.

What was the starting year and settings? Seems to work properly when I check with a 1969 start and default settings.

I started in 1966-67. The 1967 Expansion Draft worked perfectly fine, but didn't work properly for the 1970 Expansion

Still seems OK when I try it with a 66 start. Could you upload your save (instructions here)? We'll try to see what went wrong there.

Done. It will be called ''Orr Rookie". Just for reference, the 1972 Expansion Draft worked out perfectly fine as far as I know.

The same error happens in the 1974 Expansion Draft.

Yeah, I just ran your save forward to 1974-75 and got the same thing. Strange that it's happening to some expansions and not others, but that should help us narrow down the cause.
