Low minors development question

Do guys on short-season rosters develop at all between April and June?

In real-life these players would be participating in extended spring training, but I feel like the game acts as though they just spend those months chilling out and twiddling their thumbs.

I don't know

If they don't explicitly develop between April and June, then that development is "baked in" to their development from July to September. It's not like they are not getting that development time and not developing.

I don't know about that. What if you played the player in single A, but then moved him down to a short season league when they started playing? They'd get the benefits of both?

My guess about this is just that playing time is just one factor that can help development. Players definitely develop even without playing time. And maybe playing time is only helpful if the competition level is appropriate. I don't know what would happen if you brought a rookie ball player up to spring training, for example.

Players with more potential should tend to make bigger gains, so they should be in lower leagues for less time, while career minor league players will be more likely to struggle to move up the ranks.

I update my Player Dev fortnightly, in the course of which my SA and R players are just as likely to feature as those in higher levels. Which says to me they are developing, both up and down admittedly, but developing nonetheless.
