Intl FA signing bonuses not working

I have a hard cap for Intl signings set at $5 million. I offered one player the max $5 million and went back to check on the progress and it said my offer of $0 bonus was the best offer he had. He then signed like a day later and the history said he got a $0 bonus and I checked my finances and the $5 million was not listed as an expense incurred.

Also having this issue in an online league. One of the human managers makes an offer to an international FA, saves game file, and opens back up to see their offer changed such that the signing bonus is $0.
