How can I...?

How can I post the league file on the OOTP webpage itself so I can have the GMs with the new page do their own? I need all the steps cause I know nothing about this.

You wanna have the GM's with what new page do their own what? You are missing some essential info in your question. Please fill in the what with that info and maybe we can help.

I'm guessing that you don't know how to make a website, therefore you want the link to download the league file on the OOTP generated index.html page? Is that right?

If that is the case, all you need to do is edit the index.html file in your HTML directory. Then whenever you create your league HTML is will use the index.html you modified to contain a link to your league file.
