How can I...?
How can I post the league file on the OOTP webpage itself so I can have the GMs with the new page do their own? I need all the steps cause I know nothing about this.

Same here...almost seems to me like he wants to post the league file on the OOTP Index...

If that is the case, all you need to do is edit the index.html file in your HTML directory. Then whenever you create your league HTML is will use the index.html you modified to contain a link to your league file.
