How do you keep the AI from making roster moves

Ive tried selecting the ai not allowed roster moves and set all teams to controlled by human but i see players that i released before proceeding to the offseason signing with new teams. I have trades and the draft turned off. The players should be in free agency pool until i move them but theres no players in the free agency once the offseason starts.

Tried creating human managers for each team but that didnt work. Am I doing something wrong or does this setting not work? Would it be that I have to make the moves before expnsion. I have expansion draft turned off. I guess I could turn it on and manually make the moves. Would like to move the players in january and just have the rookies go to their team when I proceed to next season.

You created managers but did you then go to each managers home screen and set all roster moves to that manager?

I thought it might be managers at first but the problem is when the new expansion teams come into the league the game automatically has players sign with those teams before you can even assign a manager. Yeah i can change it but id like to keep player history clean. So i guess for now the best choice is too have an expansion draft but manually pick the players.
I wan managers to make game decision moves but no roster moves.

Think i figured it out. I dont want to use expansion draft cause it might take too long and i dont want to get rookies and vets mixed up. I dont want players who played the next year for a different team going to an expansion team. So i deceided unless they were traded during the year all other player releases would take place after the season. I forgot i just have to go to the folded team's roster. The game doesnt release them to free agency so they are still on the folded team's roster which in this case is a good thing. Retired players are no problem.

Another problem is that expansion teams sign players before you can even assign managers to the team. This doesnt seem to correct. You should have the choice of putting the team under human or computer control. I simmed to Oct 31st. The offseason started on Nov 1st. the new teams showed up Nov 1. Any player i released before then was signed by an expansion team. I have trades and finances off. This doesnt seem right. I would like to release players before or after offseason but expansion throws a monkey wrench in what i wanna do.

I do have one solution but its the long way. I could wait till Dec 31st or after ive assigned managers to expansion teams to release players. I have to find any player but a rookie and look at his game logs to find the folded teams to release a player from the transaction menu. I dont think you can do that in league history. Which is why i would like to release players before the expansion teams come in and other the teams are folded.
