Minor Gameplay Tweaks -> Improve Realism

Much improved game simulator over initial version! Optimistic for the future. Some minor things noticed during gameplay which need addressing, all while playing NHL standard game:

1. AI Teams will waive major FA signings before ever playing a game (23 man roster deadline). They should generally not waive for at least a year, unless minimum salary player.
2. Salary demands are often too low, especially for top young players looking for bridge deals. Takes salary cap aspect out of game mostly.
Teams are slightly too reluctant to trade picks.
3. Salary "negotiations" are not really negotiations. Very little movement from player side.
4. Teams are slightly too anxious to trade young 4.5/5 star players. They should not be traded at all costs.
5. The same fringe player will be traded, and traded again, waived, traded again. Need to slow that down.
6. You should be able to hire employed staff at lower levels and make offers to employed staff at your level .Right now not really much of staff free agency/hiring.
7. Staff roles should be more flexible (as in they can change).
8. AI Set Lines feature should pay more attention to positions set by GM.
