Trading International FA Money Working?

I have tried to add additional international FA money to sweeten a deal, but the dropdown box to do so is grayed out. My team started the season in the red budget wise, which is why I thought it was not allowing me to trade for or include it.

However, I have since worked to get my team back to the positive side of the budget cash wise and realized it is still grayed out and not an option to include in deals. Is there something I'm missing with that? I was able to toggle on/off the ability to trade draft picks, but international FA money is not doing anything.

I am only in season one of this one so I don't know if it changes in season 2 and the next IAFA cycle but I'm out of ideas

in another thread about this subject, it was stated that you can only first trade it when the iafa period opens up, i believe.

i havent gotten to this point myself yet, so Im just weighing in with what i read. but thought id reply to boost the thread

Correct, you can only trade it when IAFA opens up, which I think is odd, but that is how it works in game.
