Minor League Teams in Fictional League Don't Have Cities

I started a new fictional league with the original public beta release. I'd say at least 90% of the minor league teams are called Los Angeles AA or New York R instead of having a city-nickname combination like Yorktown Admirals.

Is this as designed or a bug?

Slight correction:

The team names are like Cleveland AAA Assassins and do not have a city assigned.

It would be a good league to use as a Florida Sunshine League(Rookie Ball).

First thing would be change the League to Rookie League

Just assign the teams to a few Florida cities and then you are done.

Then you could start fictional leagues for Class A,AA and Triple A and then your fictional major league.

For my purposes, it would actually be much better if the game would go back to assigning cities and nicknames to minor league teams as it used to.
