Best app to edit / re-size logos? (size, dimensions, etc.)

Having a hard time figuring out how to re-size custom logo files to work on OOTP. Any recommendation for the best app to use? I've just been using Powerpoint and Paint....anything that works more effectively?

I use Adobe Photoshop pro for all my image creation and editing. But I pay a monthly subscription of $10 a month to use it.

Paint.net is also free. Paint Shop Pro has a trial and is cheaper if you bought it before. $79.99 new.
