New league with fictitious players

Is there a way to create a league with random players and names with real NHL cities and teams? I tried to create a custom game but I get real players in the draft. Is there something I'm missing?

Just make sure the 2017 NHL structure is chosen and the "Use real players" box is unchecked on the "Start a Fictional Game" screen.

Does this work with pre-2017 structures as well? That is, if I wanted to start in 1966, could I populate that NHL season with fictional players?

You can't start a historical game with fictional players, but you could create the equivalent of the 1966 setup in a custom game (the 6 team, 70 game schedule default option will give you that) and make the start year 1966.
