Stop game from creating free agents

How do I stop OOTP from creating fictional free agents each offseason? I have Generate International Amateur Free Agents, International Scouting Discoveries, Generate Established IFAs, and Generate FAs from Indy Leagues all turned off or set to zero, and yet my league still generates fictional FAs each offseason. It is an online league and we use real players, teams, and contracts so we have no need for fictional players. Thanks in advance.

You can check the "Disable creation of free agents" option If you uncheck the draft in the rules tab. But I think you can only use it without a draft. Not completely sure if it still works with an amateur draft.
