Starters not used as Backups in Low Minors

When I ask the manager to make the lineup and depth chart in MLB and AAA, he will use some starters as backups when it makes sense. In AA and lower, they do not. In one instance only my starting OFers are rated in CF, but an unrated player is listed as the backup CFer.

Edit: It seems this is only happening at AA, so I guess it's not to do with the lower minors.

In the lower minors it might generally make a lot of sense to have players learn new positions that their fielding ratings suggest they'll eventually be decent at. Do the decisions made by the AI make sense with that in mind?

It depends more on the specific players involved. So in this case, it may depend more on who's available to backup a corner OF spot to be able to shift one of them over to CF.
