Top 10 Prospects (league wide) all SPs?

So for the past 3 seasons, the top 10 prospects for the league have all be SPs. It's been heavily SPs in the past, like 7 or 8 out of 10, but for 3 seasons now all top 10 are SPs. Is this just an anomaly or is there some development or rating parameter that is 'off' that makes the AI value SPs that much more? I don't recall changing anything, and this is year 40 of a save so it can't (or shouldn't) be a wonky player creation modifier or anything like that can it?

It's been that way for decades in my fictional league. Occasionally a hitter cracks the top ten, but it's rare.
