Editing trade frequency mid season?

I am trying to start a game. I want to play as an NHL team from today (IRL). So I went in and turned trade frequency to zero so there wouldn't be any trades before the date I wanted to start from. Spent a lot of time loading, saving, reloading when results didn't go my way....in order to wind up at November 28, 2016 with about the same record as the team currently has IRL.

Even in commissioner mode I'm having a hard time trying to figure out how to set trade frequency back to 25. It won't let me into the "edit" league screen.

Any help would be appreciated....I am going to be devastated if I spent all this time trying to set up a "mirror" of IRL NHL and I am unable to set the trade frequency back...

It's only editable at the start of the game or the very beginning (July 1) of a new season, so you'd have to play through the full season to get to the next chance to edit it.
