Why can't I sign an International FA

Every season I play, I always offer the best IFA on the first day of the signing period a max offer 5,000. I always see a few days later he accepts a "better" offer from another team (5,000). I have yet for an IFA to sign with me. This is a bug in my opinion that should be fixed. Definitely frustrating.

Anyone here knows how to get around this?

International Amateurs will have a preference between teams. Sometimes you will be able to sign the top guy, sometimes they will prefer another team that's also willing to offer the max.
