Scouting issues (what is happening here?)

In advance of the draft, I have a number of scouts on permanent assignment in various regions of the world, such as this:

For the last couple of seasons, this has gone just fine, and while the game has missed a prospect or two, I've generally scouted all top prospects to a high level. My understanding, based on the manual, is that the game is supposed to scout the highest-rated prospects first--and toward the beginning of the season, I had A ratings on all top prospects.

Yet, as the season has progressed, my scouting reports have faded to nearly nothing. Here's what I see on June 2nd, just weeks before the draft:

You'll notice that the top unscouted prospect on this list plays in a Czech league--and is exactly the type of prospect the aforementioned scout should have fully scouted. This isn't limited to top prospects, either, but nearly every prospect, all the way down.

I am on build 44 and completely confused as to what is happening to limit my ability to scout and draft effectively. Is this happening to anybody else? Does anybody see anything in my screenshots that could help me troubleshoot?

Yeah, I can't see any obvious reason why that guy would be missed. Can you upload the save and we'll try to figure out what's gone wrong there?

When I looked at bug reports, I think it may be related to this issue?

I was able to fix this issue by re-assigning my scouts on July 1st, which I could simply do by clicking "assign" and then clicking "okay" without necessarily making any changes.

Ah, right, I'd forgotten about that - not resetting the permanent assignments automatically is already on the bug list. It should be doing that without you needing to go in and re-do them manually.
