"Upgrade a position" owner goal

Is this goal considered completed, even if the same player is ranked higher at the end the of the season than at the beginning? For example, my CF is ranked 16th in the league. If by the end of the season he is ranked 15th, does that count?

From what I've seen that won't be enough.

My position strength went from 14th (last in league) to 5th and that wasn't enough. It didn't say completed till I wound up in the top 3 at the position. I did notice that when the owner tells you about failing it he'll say what position you need to accomplish. At least both times it's happened for me that's happened.
