AI Duplicating Roles - Bug or Correct?

I'm not sure if I'm doing something wrong or if this is a bug, but when I ask the AI to set lines, it repeats a number of roles for my defenders (see image below). However, if I clear them and try to put the same exact roles in the same slots, they are not all available. For example, I may not be able to use "stay-at-home defender" twice for the same player.

Am I doing something wrong, or looking at this wrong, or is it a bug?

No, definitely doesn't look right. I'll do some checking and see what's going on there.

Also, the picture was just one example. I have seen this happen in other instances too, like on the offensive roles. That is, the AI has a role (always a duplicate) available but the Human GM/Coach does not.
