I cannot seem to find it either in OOTPmods.com , quickstarts listed in my files, or add ons central. Can anyone help?

Only one i know of is by Txranger for OOTP 16 here in the Quickstarts forum.

I have a Negro League quickstart which I found when using OOTP14 and I have updated it each year. However, I have never used it so I can't verify it works. I keep saving it, hoping I'll get around to using it or extracting the team and player data for some purpose or other.

there is a quickstart for Negro Leagues Greats ..... might work for you? Hope so. Hope the link works as well.
