When should I try to sign drafted players from khl?
I drafted a russian player 4th overall and I can never sign him because he keeps getting resigned to 1 year deals by a khl team. What time of the year can I sign him?

There is always a risk with drafting Russians because they might not want to leave the KHL. You will just have to wait until he becomes a free agent or his rights expire.

In a situation like that, your best bet is hoping the re-signing negotiations will fail and he'll be a free agent, even briefly, on July 1. You'll generally be able to out-bid the KHL team at that point. The better the player, the more likely that'll happen as the player realizes he can get more money from an NHL team and won't accept the amount the KHL team is able to offer - but there are a few KHL teams who have the budget to make competitive offers.
