Budget Limits and Free Agents
Playing MLBM 2015, I'm at a loss to predict how much money I will be allowed for free agents. I would think that with a budget of 210 million and a current payroll of just over 169 million, I would be allowed 40 million for free agents, but it's invariably much less: 25 million in this case. Perhaps this has all changed in 2016 or 2017 but if not, what's going on? Is this the owner's fiscal personality or is there some logical reason I can't spend up to my budget limit? Makes it hard to plan as GM: I'll trade away some veterans or let them go free agent to free up budget room only to find I can't afford anyone to replace them. The budget limit does seem to apply to trades.

I'm not 100% sure, but I believe it has to do with future salary increases. So the game understands that in future years younger players will move from cheap entry level deals to arbitration deals. So for free agency it takes this into account and you can't spend totally up to the budget

Well, I tried an experiment. I edited a player with one year left from 17 million to 7 million, and that added 10 million to my available for free agents. I was then able to sign a top pitcher for 31 million, edit my veteran back to full salary, and still hsve budget room left -- but zero for free agents. So it does not appear to have anything to do with future salaries, and in any case the same loguc would apply to trading for an expensive player with multiple years left. It just seems to be a completely arbitrary limitation. I wouldn't mind if it were predictable, but I haven't been able to work that out.

You can always go past the budget limit, but not adding guys only through arbitration.
