Is there a way to create a team in the Historical game?

Yes. Turn League Evolution off and you can on July 1st.

I believe you are incorrect Adam.
In the video you linked to, you are in the standard game. In the historical game, we still can't change league structure. I watched the first swinging sixties video and I know exactly where the Historical League Editing Enable button should be (below Commissioner mode button). I do NOT have this button in MY game. If I start a new historical game in any season on July 1, go to MANAGER>OPTIONS where I always turn on Commissioner mode first thing, there is no Historical League Editing to Enable. And obviously you can't change league structure under NHL>EDIT without it.
You don't need to enable anything in a standard game. You could always edit league structure. Did you try loading a historical game on July 1? You guys must have been using a beta test on the video or something. I saw the last video on twitch, but you didn't have to ENABLE anything because you already did it on the first video when you added the Canucks. Go to the First Swinging Sixties video (on youtube) at 9:02. That is the toggle we don't have, Historical League Editing. The starter of this thread was correct. If you've disabled evolution when setting up the league, the Historical League Editing checkbox will be on by default and can't be clicked/unclicked (but is still visible.) That's the only way there won't be an active league editing button - I just checked with a July 1 historical 1917 start on both the Steam and Fastspring versions of 6.6.68, and the editing option was there on both. If you're not getting it, can you tell me the exact year and setup options you're using when you start the game?

Oh yes, I'm sorry. You tick it when you first start the league. I always glanced over that. I was making a simple thing complicated.
