Changing Draft Age in Historical Mode w/ League Evolution Off

Is there a way I can lower the NHL's draft age from 20 to 18 manually? I know it would do it with automatic league evolution but I want to control what teams are added to the league. Could this be looked at?

Not possible to change it manually right now; it will be eventually, but the draft rules in historical are a little awkward to work with because of the need to store and switch between multiple sets of rules for one league. So what we may have to do is, instead of allowing direct editing, introduce the ability to switch between draft rule sets in a manner similar to playoff formats.
