Edit Rules in Commish. Mode

Is there an option to actually edit the league rules in commish. mode? After starting my sandbox game, I've found an error in the rules system. After enabling commish. mode, I see that you can edit awards and names, and whatnot, but is it possible to fix the rules after July 1st, because the game begins after that date.

You can edit rules I think only on July 1st, definitely not when you first start game, you have to get through 1st season as it is
