Making OOTP run smoother
Does anyone have any tips? I play on my computer and laptop and sometimes run into problems on my laptop. I reboot and delete my mail box. Any other tips and tricks to prevent the stuttering that occurs for me?

A few more tips. Make sure you're running as few other programs in the background while OOTP is running as possible. Preferably, shut any other programs that don't absolutely need to be running down.
For anti-virus etc. can be a good idea to pause the program while OOTP is playing, but always make sure OOTP is whitelisted in the program. Reboot your computer between times when you play OOTP. Make sure your HD is defragged and error checked frequently and video card drivers are up to date.

Where are you seeing it being choppy? During 3D or do you sim only?

ssd will help loading stuff into ram. all things are run from RAM that significantly faster than even SSDs. It's very unlikely your storage device is cuasing this. even a hdd runs at 100mB/s, which is far more bandwidth than any graphics in most games, and again, only loads it into ram, nothing is done on the storage device.
An SSD is still a great idea. bootup times will nearly halve and load times of apps and games will be much faster. well worth it for other reasons. frame rate control -- reduce FPS to ~60 in game. In fact, if your gpu software can reduce it further, do so if "60" isn't low enough. Full motion for your eye is fine down to ~24fps (that's what you see in the cinema watching a movie - so, 18-24 should still be okay for ootp ). if it doesn't have that option, look into dxtory.exe or the like. you can ignore all that it does and simply set max FPS. Make sure to load it before ootp. it will automatically recognize the game as it loads and create a profile for it. in the game, reduce graphics quality- if you want to mximize, step it down one at a time of the various options until the stuttering stops. filtering, crowd graphics etc. Triple buffering may be a good option for you -- in gpu settings or game settings if it is listed. This is good for hardware that can't keep up with FPS. (frames per second) ctl-alt-del will give an option to load task manager. Check out the resources/performance tabs. is RAM >75% used? if so, try to end background processes like Antivirus or any other icons around your clock. You can sort by amount of RAM used, to find the worst culprits. you'd be able to load up Resource Monitor, if you wanted to find the bottleneck and determine that it isn't your hdd, to verify what i say too. unless your hdd is maxiing at 80-120mb/s constantly,... it probably is only writing/reading at a few thousand kb/second. less than 1% utilization. (except when loading, initially) you can find other culprits hogging your resources in there too. CPU/RAM/HDD etc. Type "services.msc" into "run" or if win10 just start typing it after clicking the windows key on bottom left. This will allow you to set various background processes at "Manual" or even "disable". Don't touch the microsoft stuff, but the things you've installed rarely needs to run every single time a computer boots up. "msconfig" another to check -- go to the startup tab and disable things that startup with your pc. side tip -- bootup tab, check "no gui" bootup. Should shave a second off of bootup. I run OOTP 19 on a average Dell laptop and was curious what settings i can turn off to help make the game run more quicker. It seems like whenever i go click a page it takes 2 seconds to load up. Any help would be appreciated, thanks.

Solid State Drives
Traditional hard drives store data on spinning metal platters. SSD's store data in flash memory chips. The speed increase is scary good. Wish I could afford to slap one into my iMac...
