Two drafts - US and international?

Most of the sources about minor league baseball I follow seem to agree that we're heading toward an international amateur draft; not right away, but that sometime in the next few years the annual July signings will be replaced by a salary-slotted draft.

I should be looking into the settings and trying to figure it out, but I'll just put it on here: How would you guys replicate this in OOTP? Is there any way to create a second draft?

Try having your regular June draft for domestic players. The day after that, set the amateur draft origin to be completely international, change the draft pool reveal date to the next day, with the draft 30 days later. After the int'l draft, reset it back to the default in preparation for next year. May or may not work, but its worth testing.

Another option is to simply add your international nations to the player origin settings for your annual draft pool. This would add nations other than the U.S. and Canada to your potential draft pool, so everyone would be eligible.

Realistically, MLB should handle it like this. To me, that would make more sense, improve the overall talent level of the draft, and eliminate some of the mid- to late-round picks that so many teams waste their time on selecting.

Likely not gonna happen. Most of those Caribbean 16 year olds are not ready for the stateside farm system and need 2-3 years in the VSL/DSL before moving up, but as I understand it, under the CBA, the clock to minor-league free agency starts from the draft. If you start throwing them into the draft, those kids would be free agents at 23, which makes them much less attractive. It's lose-lose for the teams and the caribbean players.

And of course, those late round draft picks provide the bodies you need to fill out organizational rosters, and you're still going to need them; throw in 150+ foreign players, and they're likely to add 5 rounds to the draft.
