Curtailing run-a-way team finances
I'm having an issue balancing finances in my fictional 16 team league. Right now I have three teams that combined make up 73% of the entire leagues player payroll and budget and the highest is more than double the second. I don't know how to curtail the spending and it's led to just a couple teams constantly winning everything. From 120+ wins in a season to winning divisions by 70+ games. In 13 years only 4 different teams have won the championship and 7 of the 16 teams haven't even made the playoffs. I've jacked the luxury tax way up (75% on more than 120% over average) but that hurt the mid-level teams more than it did the top end teams. When your budget is 11 times higher than your player payroll losing 4 million a season doesn't really affect your player payroll. The lower teams are so far in the hole the extra money barely goes to player payroll. The bottom end teams are just the minors for the top 4 teams they draft the best players and 2-3 years later can't afford them anymore. They either trade with the top teams or lose the players to free agency where the top teams get them anyway. It's gotten so bad I don't see any way to fix it in my current world and am wanting to start over but I don't want it to happen again.
How can I stop this from happening to the extent it is?
