When would be the best time to give champions prize money?

I'm looking at giving my champions a one-off payment of 5m at the end of the season just so they can potentially remain a bit more competitive for longer.

I have owners setting the budgets so I'm aware in some cases it will disappear but I don't know when to add it, and to where.

Should I give the 5m cash injection (Maximum Cash is disabled) the day after the final game of the season or when the budgets get allocated for the following season (which is when offseason starts or when free agents file?)?

Also, would be more beneficial to add 5m as cash to the cash reserves, or just adjust the budget by a set amount (again, before or after the new budget is allocated)?
