I would try this:
1. Turn off any firewall and antivirus program you have (temporarily, just to try to figure this out) 2. Restart OOTP If no love, would you be willing to completely disable DEP, even temporarily? You can do that using these instructions. |

If I'm not connected to the internet, the game should still start - correct?
I ask because the laptop I'm using isn't always connected to the internet (though I've tried it both ways and have not resolved this issue). I just don't want to have to connect and disconnect every time. |

Ok I disabled that DEP thing, restarted, etc. Tried to start OOTP and again, nothing happened. Get an hourglass for a few seconds and that's it.

I was having this exact same issue.
Just wanted to mention I too was having this exact same issue with the same results.
Tried all the many other methods and finally I turned off my anti-virus program and that solved the problem. I guess it was interfering with Elicense trying to register like you mentioned. But now I have to run ootp10 with my anit-virus turned off, even with ootp10exe and runservice.exe added to the anti-virus' exclusion and allow always list. Goodluck! What was the anti-virus program and how did you turn it off?? Maybe that's my problem and I'm just not going about it correctly?

I have just downloaded OOTP 10, and experienced the problems mentioned above - but I'm now up & running. Here's what I did...
1. Installed the program 3 times, but could not start program. 2. Disabled my Norton Anti-virus, but could not start program. 3. Re-booted my computer, the program now started. 4. Installed my preorder license code, then saved the game. 5. Launched the game and it started. Closed the game. 6. Re-activated my Norton Anti-virus. 7. Launched the game again, and it still launched properly. Hope this will help someone.

I am experiencing basically the same problem on Windows 2008. I disabled DEP for OOTP and the error message went away but the software won't start when I was as admin. When not as admin I get an eLicense error. I haven't tried any changes to my firewall but usually Windows prompts you to keep blocking or to unblock software.

I uninstalled McAfee and that has not resolved the problem. I double click on the OOTP10 icon, get an hourglass for a couple of seconds, and then nothing happens.
